Make sure pedal and the "butterfly" on the engine side of things are moving freely and all the way. If you can move the butterfly while in the diagnostic menu to see if you can get 100%. Then you would know that it's the cable or pedal if not might be the throttle position sensor.

You can tell if the cable is stretched by pushing the accelerator when the engine is running, the peddle should only move a very small amount before the engine revs up.
To adjust the cable look under the CVT housing towards the base of the engine, you will find the cable with an adjuster enclosed in a rubber boot, peel back the boot, loosen lock-nut & adjust the cable longer till the motor starts to rev then turn it back about a turn.
At least that's how I have done them!

Did you check where the cable goes through the firewall, sometimes the rubber boot collapse slightly under load. People have been using a hose clamp over it to help the problem.

100% means the throttle blade is wide open, make sure the blade moves from closed 0% to open 100% physically before doing the pedal floored, key on, wait 10 seconds, release pedal wait 10 more seconds then key off. After this you should be able to go into diagnostic mode and see the value change from 0 to 100 as you press on the pedal.

Make sure pedal doesn't have anything under it, grommet through firewall, blade on "throttle body " when putting new cable in. I've almost put a hole in my floorboard trying to get a little more throttle LOL.

When your pedal is to the floor, did to you check to see if the throttle body blade is physically fully opened? Not by what the screen says.

    Could try an efi reset.
EFI RESET NOTE: If the throttle body, ECM, TPS, or ISC are
replaced, the EFI system must be synchronized. Use
    the following procedure.
    1. With the key off, depress accelerator pedal to Wide
    Open Throttle (WOT).
    2. Place the ignition key in the ON position and wait for
    10 seconds.
    3. Release the accelerator pedal, and wait an additional
    10 seconds.
    4. Turn the key to the OFF position and allow the gauge
    to shut off.

I didn’t see if the blade is all the way open should it be vertical when open
