I loosened the pinch bolts on both the rack and the power steering box. That allowed enough to slide the shaft up, and then when the rack is loose there was just enough room to pop off...
I bet there a lot of people with me struggling on this install. Todd from Speed suggested disconnecting the steering shaft pinch clamps from the front and back of the power steering box, also unmount the power steering box (4 bolts). With the shaft free from the power steering it's much easier to remove and reinstall from the rack below. Good luck, the entire job tested my patience, but it's doable.
